The immigration officer completed the TRP and I was admitted.
Apparently it was not customary to do so; however, since the application by mail failed due to the lack of immigration photos, he was willing to complete the process. Your cover letter explaining the circumstances was extremely helpful.

Note: The above is from a client who successfully obtained his temporary resident permit (TRP) at the Trudeau International Airport, Montreal for his business trip. It has been more difficult to obtain a TRP at the airport nowadays.
